Best Legendary

What do you think was the best legendary Pokemon in the 3rd gen? I think that it was Groudon because if it's abiltiy and Solarbeam. Good combo.

3rd Gen?LATIOS.Why?Because,Latios has got Luster Purge,and not to mention it showing up in a 2nd Gen Movie.So there.
